Returns information about a member.

The member variable might be any discord user, inside or outside the server, you can specify a user using its id or by mention, if the member is inside the server you can also simply use the format username#0000. If none is specified Spike will retrive information about the message author.

If the author doesn't have the required permissions the bot will send the same message without the info about kicks / mutes / warns.
